Municipal Services

The Municipal Services team of the Department of Public Works is responsible for the upkeep of Glen Rock’s public spaces. Municipal Services’ responsibilities include:

  • Snow removal
  • Leaf pick-up
  • Field maintenance and lining
  • Planting, trimming and removal of shade trees
  • Maintaining sanitary sewers and storm drains
  • Dead animal removal
  • Maintaining local roads and parking lot
  • Installing flags and decorative banners on street posts
  • Hanging street banner across Rock Road
  • Installing street signs
  • Grounds keeping for all public spaces including the pool, parks, buildings, Board of Education property, etc.

Leaf pick-up is scheduled throughout the Fall as posted in the Borough Calendar and online.  Bio-degradable recycling bags are available at the Recycling Center.  All residents are encouraged to bag their leaves, but residents living on County roads (Maple Avenue, Prospect Street and Lincoln Avenue) are particularly encouraged to use the bags.

Loose leaves and those packed in bio-degradable bags will all be picked up from the curb.
Some important things to consider during leaf season:

  • Never park any vehicle on top of leaves. Doing so can cause your vehicle to ignite the leaves and in turn, ignite your vehicle.
  • When you place your leaves at the curb, use your garden hose to wet them down. This will do two things: First it will reduce the amount of leaves blowing back onto your property. Second, it will reduce the chance of your leaf pile igniting.

The Municipal Services section of the Department of Public Works is responsible for snow removal on all Borough roads.  The Borough is compensated by the County for all snow removal efforts on County Roads within the Borough.

In order to be sure plows have access to all streets, the Borough residents should keep all vehicles in driveways during snow storms.

Residents are responsible for clearing the snow from their sidewalks, driveways and driveway aprons.  To avoid having to clear driveway aprons multiple times, the DPW suggests residents wait until Municipal Services is done clearing the streets before shoveling driveway aprons.

Glen Rock’s Shade Tree Committee’s mission is to advise the Borough Council in the matter of pruning, replacing and maintaining the 20,000 Borough-owned shade trees. The Director of Public Works heads the Shade Tree Committee, and the Municipal Services team helps meet the Committee’s mission.

Residents with concerns about shade trees in the Borough right-of-way are encouraged to contact the Director of the DPW to begin the process for assessing their shade trees:

Step 1:  Resident phones (201) 670-3980 to request a shade tree evaluation; this call generates a work order

Step 2: 
 DPW visits the property and determines if the tree is dead or alive, or in need of trimming, and if necessary determines if there is room for a new tree

Step 3:
  DPW determines the best course of action:
  • If a tree needs pruning, the Municipal Services team will trim as required
  • If a tree is determined to be dead or dying, the resident will be informed and the DPW will remove the tree. 
Step 4: When a tree must be removed, the resident can request a specific species from a list of approved species to replace it and the Committee will try to accommodate the request.  Click here to see the approved species list. (PDF)

Step 5:
The Committee evaluates each request for planting, discusses the options during the Committee session and decides if the species requested meets all Committee’s criteria or if another species would be better suited for that particular location.

Step 6:
In cases where there is not enough room to plant a tree between the sidewalk and the curb, the DPW is willing to plant the new tree on the homeowner’s property, but the homeowner must sign a letter from the Director of Public Works before the tree is planted.

The Municipal Services team of the DPW is responsible for monitoring and assessing the the Sanitary Sewers and Storm Drains of Glen Rock. 

Sanitary Sewer – The sanitary sewers serving Glen Rock are a closed system that moves water and debris from the Borough  to treatment plants in Newark.  Municipal Services clears sewer lines annually and completes root control when needed.

Storm Drain – The storm drains are an open system that allows the flow of storm water through the Borough to Diamond Brook and the Ho-Ho-Kus Brook.

The Borough allows community organizations to hang a banner across Rock Road announcing their special event.  The banner must meet size and material specifications.  To read the specifications sheet, click here.  To request a week to hang your organization’s street banner, please call (201) 670 – 3956.

Sidewalks on private property need to be kept in good repair by property owners.  Residents are encouraged to make sidewalk repairs and replacements as needed, but to ensure sidewalks are in good repair, they are inspected as part of the process for obtaining a Certificate of Occupancy (mandatory on the sale of any property and at the conclusion of many home improvement projects).

Any time Borough sidewalks are replaced or repaired, residents must obtain a permit from the Department of Public Works.  Residents must file for the permit in person at the DPW office located at 473 Doremus Avenue. For more information, call (201) 670-3980.
