There will be a Public Meeting of the Mayor and Council of the Borough of Glen Rock on Thursday, December 27, 2007, at 4:00 p.m. in the Council Chambers of the Municipal Building.

This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.

In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. 

Council member McCullough led the Council in the flag salute.

WHEREAS, there is pending before the Tax Court of New Jersey, the matter of Natwest Bank, N.A. c/o Hudson v. Borough of Glen Rock; and

WHEREAS, the Borough’s Tax Assessor, Steven Rubenstein, has reviewed the property record card, comparable sales and has made a physical inspection of the property; and

WHEREAS, the Tax Assessor, has recommended a modification to the 2003, 2004, 2005, and 2006, assessment; and

WHEREAS, as a result of discussions between the Tax Assessor and the Plaintiff’s attorney, it is recommended to the Mayor and Council that settlement of this matter be ratified and approved.

NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council as follows: 

1. The Mayor and Council having reviewed the recommendation for reduction in the assessment of the following Tax Court of New Jersey appeal do hereby ratify the following settlement:

RESOLUTION OF APPOINTMENT FOR POLICE OFFICER

James McGill


WHEREAS, the Borough of Glen Rock has a vacancy in its Police Department, and;


WHEREAS, the Borough of Glen Rock is interested in appointing James McGill, to fill that position as a new police officer at a salary of $34,400.00; and

WHEREAS, the Glen Rock Police Department is required to complete a series of tests and administrative processing steps, and Mr. Mc Gill does not need to attend the Bergen County Police Academy having already been trained, and has successfully passed his required tests; now therefore

BE IT RESOLVED, by the Borough Council of Glen Rock, that James Mc Gill is hereby appointed as probationary police officer effective January 14, 2008 with his public swearing in to be performed by the Mayor on December 27, 2007.

RESOLUTION FOR PERMANENT APPOINTMENT FOR MICHAEL TROVER, 
POLICE OFFICER 

WHEREAS, the Governing Body has appointed Michael Trover to the position of Police Officer of the Glen Rock Police Department effective December 18, 2007; and

WHEREAS, the Borough of Glen Rock’s Code Chapter 40 states that the Chief of Police must recommend permanent appointment for this position after a one year probationary period has been served; and

WHEREAS, Steven Cherry, Chief of Police has recommended to the Mayor and Council that Michael Trover be granted a permanent appointment as a Glen Rock Police Officer of the Glen Rock Police Department;. 

NOW, THEREFORE BE IT RESOLVED, that that Mayor and Council hereby endorse the recommendation of the Chief of Police and herby make the appointment of Michael Trover effective December 18, 2007, a permanent appointment of Police Officer of the Glen Rock Police Department.

WHEREAS, the Mayor and Council of the Borough of Glen Rock has certain pending litigation/personnel matters to discuss; and 

WHEREAS, the same constitutes matters which are specifically excepted from the requirements of the Open Public Meeting Act of the State of New Jersey.

NOW THEREFORE BE IT RESOLVED that all matters shall be discussed in private session from which the public will be specifically excluded on December 27, 2007 at 4:00 p.m. or soon thereafter in the Conference Room of the Municipal Building.

BE IT FURTHER RESOLVED that the subject matter to be discussed at said private session of the Borough Council may be disclosed to the public at such future time as determination has been reached on said matter.

4. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)

Alan Bronner – Doremus Avenue – Mr. Bronner thanked the borough (Police and DPW) for their quick response for the removal of a tree limb across Doremus Avenue during a recent wind storm. 

Irene Brown – 675 Lincoln Avenue – Mrs. Brown commented that due to the computer equipment collection available at the Recycling Center she was able to find a replacement part for her computer. Mrs. Brown also thanked the DPW for the snow pile that was moved from the end of her driveway. 

Jim Seaton – Ferndale Avenue – Mr. Seaton volunteered to review the specs for the piping on the new roof of the municipal building.

As there were no further comments from the audience, Mayor van Keuren publicly thanked Council member McCullough for his three years of dedicated, useful and intelligent service to the Borough. Mark has been an excellent Councilman and has brought many useful insights that have been beneficial to the Borough. Mayor van Keuren presented Mark with the “Bell of Leadership”.

Council member McCullough thanked the Council and Mayor, commenting he has enjoyed and learned many things during his tenure.

Each Council member had high words of praise, accolades and thanks to Mark.
