2. FLAG SALUTE/ANNOUNCEMENTS
This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.
In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building.

Council President O’Hagan asked OEM Coordinators Joanne Perry and Noreen Egan to read a brief biography recognizing Richard Agnello “Aggie”. Aggie was presented with the President of the United States Volunteer Lifetime Achievement Award.
Council President O’Hagan read a Certificate of Recognition and presented him with such designating December 17, 2007 as “Richard “Aggie” Agnello Day” in the Borough of Glen Rock.

RESOLUTION AWARDING CONTRACT FOR GLEN ROCK
MUNICIPAL BUILDING-SELECTIVE DEMOLITION PROJECT
WHEREAS, the Borough of Glen Rock received bids on October 18, 2007 for selective demolition of the Glen Rock Municipal Building, receiving five bids; and
WHEREAS, the lower bidder was Niram, Inc., 91 Fulton Street, Boonton, NJ 07005, in the amount of $163,500; and
WHEREAS, the bid submission was reviewed by the Borough of Glen Rock’s architectural firm for the project, Arcari & Iovino, as well as verifying numerous submitted references and confirming the contractor registration status with the State of NJ Department of Labor, therefore confirming that Niram, Inc., is the lowest responsible bidder; and
WHEREAS, the Borough Attorney, Robert Garibaldi, has reviewed the bid submission and concludes that it is complete.
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Glen Rock that an award be made in an amount not to exceed $163,500 to Niram, Inc., subject to certification of funds by the CFO.

RESOLUTION REDUCING PERFORMANCE GUARANTEE FOR SITE IMPROVEMENTS TO 566 BROAD STREET, GLEN ROCK
WHEREAS, the Borough was provided with cashiers check as security for a Performance Guarantee from Weight No More LLC. in the amount of $33,420.00 for site improvements at 566 Broad Street, Glen Rock, NJ 07452, and
WHEREAS, Weight No More, LLC. has requested a reduction in their Performance Guarantee and will post the required Maintenance Guarantee, and
WHEREAS, an inspection was made by Stantec Consulting and the recommendation from Albert W. Roughgarden, Borough Engineer is to reduce the performance guarantee to $1,338.00;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Glen Rock that the performance guarantee be reduced from $33,420.00 to $1,338.00 based upon the recommendation of the Borough Engineer.

4. MOTIONS
Departmental Reports
Council member Orseck (Parks & Recreation) – The Fall sports season has begun. A proposal has been received for the reconstruction/repair of the Wilde Park tennis courts, which will hopefully begin in the spring. The Arboretum is in full bloom with autumn colors and residents are encouraged to visit.
Council member Pazan (Finance) – The Finance Committee is actively seeking capital expenditure items from each of the departments.
Council member McCullough (Public Works) – Interviews have been completed within the department. A cement pad and bench have been installed at the Arboretum. Leaf pick-up has begun and will continue through the end of the year. Bio-degradable recycling bags are available at the Recycling Center and residents living on County roads are encouraged to bag their leaves. The rear-yard Recycling Program for Seniors is functioning well and currently services 25 residents. Council member Knapp clarified that if bio-degradable bags are used they would still be picked up from the curb.
Council member Arnao (Licenses & Franchises) – The Technology Committee has met and discussed possible improvements to the borough website. Channel 77 is up and running. At the next work session a proposal will be presented to put the public council meetings on Channel 77 as well as an emergency crawl, which can be accessed by the Police.
Council member Knapp (Building) – The Building Department issued 90 permits for the month, with a yearly total of 840 permits. $288,814 has been collected in fees for 2007.
Council member O’Hagan (Public Safety) – Bids for the Maple/Glen traffic light have been received and opened to which we are currently waiting for word as to whether or not a bid has been accepted. Residents are reminded to be cognizant of their vehicle speed and slow down.

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of
Bergen, State of New Jersey, as follows:
Section I - Chapter 216 of the Revised General Ordinances of the Borough of Glen Rock 1971 as amended being an Ordinance entitled "Vehicles and Traffic" is hereby amended as to the following section:
1. Subsection 24 entitled “Schedule I. Parking Prohibited at All Times” is amended by adding thereto the following:

A UNIFORM SET OF ZONING REQUIREMENTS; TO PROVIDE
FOR AN EXCEPTION FOR THE INSTALLATION
OF HOT TUB/SPAS
BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of
Bergen, State of New Jersey, as follows:
Section I - Chapter 230 of the Revised General Ordinances of the Borough of Glen Rock 1971 as amended being an Ordinance entitled "Zoning" is hereby amended as to the following section:
1. Subsection 230-112 entitled “Required Conditions Applicable to Pools, Hot Tubs/Spas, and Ornamental Ponds” is amended by deleting the provision entitled “Exceptions” noted in Subsection “M” to be replaced with the following:
“M. Exceptions: A hot tub/spa installed on the platform level of the deck may exceed the total height requirement of four feet six inches from grade to take into account the height above grade of the deck platform. The required set back distance from the principal structure will not apply to Hot Tub/Spas”.
Section II. AN ORDINANCE TO AMEND CHAPTER 133 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK, 1971, AS AMENDED ENTITLED "LICENSING/GENERAL"; BEING AN ORDINANCE ESTABLISHING A UNIFORM SET OF PROCEDURES FOR ADMINISTERING THE ISSUANCE OF LICENSES WITHIN THE BOROUGH; TO PROVIDE FOR GARAGE SALES WITHIN THE BOROUGH

Mary Henninger – Thornbury Avenue – Mrs. Henninger questioned how landscapers would have enough time to bag the leaves and still service all of their customers. Council member McCullough stated that bagging of leaves is optional and at this point is primarily intended for the busier main County roads. Mrs. Henninger questioned the procedure if someone wanted to build a “McMansion”. Council member Pazan commented that many of the McMansions are not required to notify their neighbors because they have stayed within the zoning guidelines and a variance has not been required.
Doris Ciaramella – Austin Place – Mrs. Ciaramella thanked those involved in getting Channel 77 back up and running.
Jim Seaton – Ferndale Avenue – Mr. Seaton questioned why the Home Fuel property was sold to a company that has gone bankrupt. Council member McCullough commented that the borough cannot control who a property is sold to. Mr. Seaton stated research should be done before variances are granted to a company.
Ralph Henninger – Thornbury Avenue – Mr. Henninger commented that Hackensack Hospital has an entire new wing that is completely “green”. Mr. Henninger stated it may be worthwhile for the borough to tour to obtain ideas and features with the remodeling of the municipal building.
