2. FLAG SALUTE/ANNOUNCEMENTS
This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.
In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building.

RESOLUTION FOR APPOINTMENT FOR JONATHAN MILLER
TO THE RANK OF LIEUTENANT
WHEREAS, Borough Ordinance 40-1, authorizes the appointment of not more than two (2) Lieutenants within the Glen Rock Police Department; and
WHEREAS, the Governing Body, with the concurrence of the Chief of Police, has determined that there is a need to appoint a second Lieutenant to handle additional administrative requirements existing within the Police Department; and
WHEREAS, pursuant to N.J.S.A. 40A:14-129 and Borough Ordinance §40-5, promotional examinations were held by the Public Safety Committee for all qualified candidates for this position; and
WHEREAS, the Public Safety Committee has unanimously recommended that Sgt. Jonathan Miller be appointed to the position of Lieutenant, subject to the probationary requirement set forth in Borough Ordinance §40-5.
NOW, THEREFORE BE IT RESOLVED, that that Mayor, with the advice and consent of the Governing Body, does hereby appoint Sgt. Jonathan Miller to the position of Lieutenant within the Glen Rock Police Department, effective immediately.

Mayor van Keuren swore in Lt. Miller. Congratulations!
Emergency Management Coordinator Joanne Perry presented the Borough with a FEMA check for damages incurred by the Borough which were the result of a storm in April. The total received was $17,628 with an additional $3,000+ to be received. Mrs. Perry thanked DPW Director Bob Tirserio for the administrative information necessary to receive these funds.
The Yaw Paw Foundation presented a check to DARE
Mrs. Jeanne Rey, Commander of American Legion, presented Mr. Stickles with a five year continuous membership in the American Legion on the behalf of his son, Brendan Stickles. Mrs. Rey also presented to Mrs. O’Brien a five year membership on behalf of her son, Brendan O’Brien. Mrs. Rey also presented a ten year membership to Mr. William Brown.
Mayor van Keuren read the following proclamation honoring a local business and proprietor in town.
WHEREAS, in any small town, in order to make a business successful the proprietor has to sell not only his products, he has to sell himself too. He has to work long hours, year after year, selling his vitality and style and gusto along with the pasta and pepperoni, and
WHEREAS, if he does all of that effectively and consistently, he becomes something special in the town: he becomes a town legend, and
WHEREAS, for almost twenty-five years, John Porco and John’s Boy Restaurant have been a prominent fixture in Glen Rock’s business landscape and an honored provider of pizza with a county-wide reputation.
SO, because John Porco has been a good friend and a classy guy to his customers for a quarter century, and because John Porco has shown the residents of Glen Rock that adding personal warmth and congeniality to a celebrated product makes the customer a customer for life,
I, John van Keuren, Mayor of Glen Rock, on the occasion of his stepping away from the John’s Boy ovens, thank John Porco for all he has done for Glen Rock and declare that March 4, 2008 be designated as John Porco Day throughout the Borough.

RESOLUTION AUTHORIZING THE SALE OF PERSONAL PROPERTY
WHEREAS, the Governing Body of the Borough of Glen Rock has authorized the renovation of the existing Glen Rock Municipal Building and Police Facility (the “Project”); and
WHEREAS, consistent with said renovation, various items of personal property, a list of which is annexed hereto and made a part hereof, has been determined to have a value of less than 15% of the current bid threshold as defined within N.J.S.A. 40A:11-36 entitled “Sale or other Disposition of Personal Property”; and
WHEREAS, the Governing Body has been approached by several residents of the Borough of Glen Rock willing to offer their services, at no cost to the Borough, to attempt to sell the annexed inventory and personal property to attempt to generate additional funds for the Borough of Glen Rock in lieu of having these items discarded as part of the demolition or construction process of the municipal complex.
NOW THEREFORE BE IT, RESOLVED by the Governing Body of the Borough of Glen Rock that pursuant to N.J.S.A. 40A:11-36(6) that since the estimated fair value of the property listed on the attached inventory schedule is estimated to be less than the applicable bid threshold, the Borough is authorized to sell the property at private sale without advertising for bids. The Governing Body does hereby authorize the Borough Administrator to make all appropriate arrangements to assist the residents, namely, Diane Hirschberg and Ron and Helen Onorato, who have offered to provide their services to the Borough at no cost or compensation whatsoever, in an attempt to sell these items of personal property to the public on the dates of September 27th and 28, 2007; and be it further
RESOLVED that the Governing Body hereby express its thanks and gratitude to Diane Hirschberg and Ron and Helen Onorato for their generous donation of their time, energies and effort in this process.

4. MOTIONS
Departmental Reports
Council member O’Hagan (Public Safety) – Congratulations to Jon Miller on his promotion to Lieutenant. The County has informed us that the bid for the Maple/Glen traffic light will be going out October 4th with a bid opening on October 18th.
Council member Pazan (Finance) – No report at this time.
Council member Orseck (Parks and Recreation) – It’s been a very good year! The tennis courts have been completed, the pool season was successful, Shack Program had over 400 children participate and over 1,100 children participated in spring baseball. The fall sports season is also underway. Thanks were bestowed upon the many volunteers who give of their time for all of the sports.
Council member Knapp (Building Dept.) – The Building Department continues to be extremely busy. One hundred building permits were issued for a total building cost of $2,633,149 for the month of August. Council member Knapp commented that any one who acts in a supervisory position over the Building Department (i.e. Council) legally cannot have a Borough inspector inspect their property. Inspectors from a neighboring enforcing agency will do the actual inspection. Consequently, fees would be paid to the neighboring town. This will avoid any conflict of interest.
Council member Arnao (Licenses and Franchises) – Reported that over fourteen people have volunteered to be a part of the Borough’s Technology Committee. The Committee hopes to present a budget proposal by the end of the year for site upgrades for Channel 77 and the borough website. Hopefully the interrupted service to Channel 77 will be restored by the end of the week. The public Council meetings will begin airing on Channel 76. The cell towers have begun construction with anticipated completion in the next 60 days.
Council member McCullough (Public Works) – The Recycling Center is now capable of accepting old computers. Council member McCullough commented that the five tennis courts located at Wilde Park have been patched and repaired numerous times. The Borough is currently researching funding to help with the upgrade of these courts.

AN ORDINANCE TO AMEND CHAPTER 150 OF THE REVISED
GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK -
1971, AS AMENDED, ENTITLED “PARKING”; BEING AN ORDINANCE
ESTABLISHING REGULATIONS FOR PARKING ON PUBLIC OR
PRIVATE PROPERTY WITHIN THE BOROUGH;
TO PROVIDE FOR DEDICATED RESIDENT-NONRESIDENT PARKING SPACES AVAILABLE FOR LEASE
BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:
Section I - Chapter 150 of the Revised General Ordinances of the Borough of Glen Rock 1971, as amended, entitled "Parking,” is hereby amended as follows:
A. There is added thereto a new Section 150-11 entitled “Dedicated Resident-Nonresident Parking Area” to read as follows:
“150-11 Dedicated Resident-Nonresident Parking Area.
A. Parking in Borough areas/lots as noted on Schedule “A” is restricted to vehicles owned by individuals who have been awarded, by bid, the right to lease said parking space, on an annual basis, from the Borough of Glen Rock (the “tenant”). The tenant shall at all times display a Borough-issued identification placard.
B. The effective period of the form of identification shall be from January 1 to December 31. The Police Department is authorized to issue the identification placard to the tenant. The Police Department is also authorized to reissue, within the effective period, replacement identification placards to a tenant upon reasonable proof that the identification placard has been lost or destroyed through no intentional act of the tenant. The cost of the replacement identification placard shall be in the amount of $50.00.
C. Fees. Pursuant to the successful annual bid.
D. Permit Transfer. The permits are non-transferable by the tenant.
E. Permitted Use of parking space - The tenant may utilize the parking space Monday through Friday from 6:00 a.m. through 12:00 p.m. No overnight or weekend parking is permitted.
F. Passenger Vehicles - The tenant shall only be permitted to park a passenger vehicle in the parking space. Commercial vehicles are prohibited.
G. Violations. For violation of any provision of this section, the penalty, upon conviction shall be as follows:
1. An individual shall, upon conviction, be subject to the following fines:
a. Any individual who shall illegally park in a dedicated parking space shall have his/her vehicle towed, that their sole cost and expense, and shall be punished by a fine, upon conviction, no less than $100 nor greater than $250, per offense.
b. Any individual who shall fail to display a parking permit placard shall be punished by a fine, upon conviction, not less than $50, nor greater than $500, per offense.
2. Separate Violations - each violation of any of the provisions of this Section and each day that each such violation shall continue, shall be deemed to be as a separate and distinct offense.”
Section II. VALIDITY-SEVERABILITY If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be held invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered.
Section III All Ordinances or parts of Ordinances inconsistent with the provisions hereof are hereby repealed.
Section IV This Ordinance shall take effect upon passage as required by law.

SECTION 5. In addition to the salary ranges indicated above, longevity pay will be given to full-time Police Employees as specified in the contract.
SECTION 6. The provisions of any ordinance or ordinances inconsistent with the provisions hereof are hereby expressly repealed.
SECTION 7. Where labor contract prevails, terms and conditions of the contract shall supersede this ordinance.

ORDINANCE NO. 1554
AN ORDINANCE TO AUTHORIZE THE LEASE
OF REAL PROPERTY BY THE BOROUGH OF GLEN ROCK
COUNTY OF BERGEN, STATE OF NEW JERSEY
BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:
WHEREAS, Borough Ordinance §150-6 establishes certain parking districts with Borough owned parking lots;
WHEREAS, Borough Ordinance §150-11 establishes thirty-six (36) dedicated parking spaces available for an annual lease to residents and nonresidents of the Borough of Glen Rock; and
WHEREAS, the Borough of Glen Rock, pursuant to N.J.S.A. 40A:12-14(a) desires to authorize, for lease, the dedicated parking spaces for a period of one (1) year, subject to the terms and conditions outlined herein:
Now, therefore, be it ordained by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:
Section I. The Borough of Glen Rock is hereby authorized to lease thirty-six (36) parking spaces, specifically identified on the parking map of the Borough of Glen Rock, Bergen County, New Jersey dated September 2007 (Borough Ordinance §150-6) and to enter into a lease agreement in accordance with N.J.S.A. 40A:12-14(a), subject to the following bid conditions:
a. The minimum sealed bid shall be $1,500.00 per annum, to be submitted with a certified bank or cashiers check payable to the Borough of Glen Rock in the amount of 10% of one year rent as bid security. There shall be a rent security equal to two (2) months rental payable upon execution of a lease agreement.
b. The Borough shall be responsible for snow removal and maintenance of the parking area, except for damage caused by the tenant (bidder).
c. The Borough reserves the right to reject any and all bids.
d. The Tenant (bidder) shall maintain, and name the Borough as additional insured, minimum liability insurance in the amount of $100,000 bodily injury Liability for one person; and $300,000.00 bodily injury liability for two or more people.
e. Only one household member, either resident or nonresident, may rent a parking space.
f. Preference shall be given to Borough residents in case of a tie.
g. Rent payment shall be made, in advance, on a semi-annual basis. Failure to make payment within ten (10) days of the due date shall be an event of default;
h. Each vehicle must affix a Borough issued placard.

6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)
Rich Dwyer and Mark Lish, representatives from PSE&G, were present and had a few comments. Mr. Dwyer commented that PSE&G and the Borough have begun communications regarding solar energy and will be happy to work with the borough on their renovations.
Mayor van Keuren added that the Borough is very appreciative for assistance that PSE&G gave in running electricity to the memorial at Veterans Park in time for the 9/11 service.
An unidentified resident asked if there would be any upgrades to the street lights.
Mr. Lish replied any upgrades is a conversation that PSE&G would have to have with borough officials to determine style, proper lighting and budget.
Mary Henninger – Thornbury Avenue – Mrs. Henninger asked where the Tax Office is now located. Lenora Benjamin commented that residents are encouraged to mail their tax payments. Mrs. Henninger asked for an update on the shuttle bus. Mrs. Benjamin stated that a new bus has been purchased with a hopeful delivery of next week. Mrs. Henninger asked if we will be having a hearing with Ridgewood Water regarding blending of the water. Mayor van Keuren stated that is a subject that will be discussed at the work session with the Council.
Leslie Kameny - 33 Beech Road and Susan Hornecker – 27 Grove Street – Mrs. Kameny commented that recently a lot was clear-cut in their neighborhood. These two residents are encouraging the Council to consider instituting a tree ordinance. A signed petition was read and presented to the Council supporting a tree ordinance. Mayor van Keuren accepted the petition and will encourage the Shade Tree Commission to review.
Irene Brown – 675 Lincoln Avenue – Mrs. Brown expressed parking concerns when the pool is open and there is a recreational sporting event occurring at the field. Mrs. Brown stated those in attendance for the sporting event should park in the Recycling Center lot and the pool lot for those using the pool. Mrs. Brown feels the separate parking would be much safer. Mrs. Brown suggested that Hamilton Field be used for the sports camps.
