2. FLAG SALUTE/ANNOUNCEMENTS 

This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.

In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. 

Council member Pazan led the Council in the flag salute.

At this time representatives from the Library Board of Trustees presented to the Council the final check from their Capital Campaign in the amount of $297.52. The Library Board thanked the Council for their support and confidence in this endeavor.

RESOLUTION FOR RENEWAL OF MEMBERSHIP IN THE BERGEN COUNTY MUNICIPAL JOINT INSURANCE FUND

WHEREAS, the Borough of Glen Rock is a member of the Bergen County Municipal Joint Insurance Fund; and

WHEREAS, said renewed membership terminates as of December 31, 2007 unless earlier renewed by agreement between the Municipality and the Fund; and

WHEREAS, the Municipality desires to renew said membership;

NOW, THEREFORE, be it resolved as follows:

1. The Borough of Glen Rock agrees to renew its membership in the Bergen County Municipal Joint Insurance Fund and to be subject to the Bylaws, Rules and regulations, coverages, and operating procedures thereof as presently existing or as modified from time to time by lawful act of the Fund. 

2. The Mayor and Clerk shall be and hereby are authorized to execute the agreement to renew membership annexed hereto and made a part hereof and to deliver same to the Bergen County Municipal Joint Insurance Fund evidencing the Municipality’s intention to renew its membership.

9. Resolution for Ratification of 2007-2010 PBA Contract

RESOLUTION AUTHORIZING EXECUTION OF PBA CONTRACT

WHEREAS, Borough of Glen Rock and PBA officials have successfully negotiated a labor agreement to cover the period January 1, 2007 through December 31, 2010, with both sides to sign a memorandum of agreement subject to ratification by both the Borough Council and PBA membership; and

WHEREAS, this contract was arrived at after a long series of negotiating sessions that started in the fall of 2006 and concluded in August 2007, with the memorandum of agreement recommended by the Borough’s Labor Counsel and Borough Administrator; now therefore

BE IT RESOLVED, by the Borough Council of Glen Rock, that the Mayor and Borough Clerk are hereby authorized to sign and attest a labor agreement with PBA Local No. 110 for the years 2007, 2008, 2009 and 2010, subject to approval by the Labor Counsel and Benefits Coordinator.

10. Resolution Authorizing Job & Job as Civil Engineers on Municipal Building Project

RESOLUTION AUTHORIZING PROFESSIONAL SERVICES CONTRACT

WHEREAS, the Borough of Glen Rock is in need of civil engineering services for the renovation and expansion of the Glen Rock Municipal Building and Police Facility (the “Project”) and to undertake and complete all aspects of civil engineering services through construction documentation, together with construction oversight services; and

WHEREAS, the architect for the project Ed Arcari, Arcari & Iovino, did solicit proposals to provide civil engineering services for the proposed municipal project to three (3) licensed New Jersey Engineering Firms; and

WHEREAS, the proposals were review by Ed Arcari and forwarded to the Borough Administrator for review,

WHEREAS, it is the collective recommendation of the Architect and the Borough Administrator that the Borough of Glen Rock retain the services of Job & Job, 108 Hudson Street, Hackensack, NJ 07601, for an amount not to exceed $19,750, without prior authorization, in accordance with the terms of its proposal for civil engineering services for the municipal building project dated July 31, 2007, a copy of which is on file with the Borough of Glen Rock; and

WHEREAS, engineering services are a professional service exempt from public bidding requirements, but notice of this resolution must be published in a legal newspaper as required by the Local Public Contracts Law; and

NOW THEREFORE BE IT, RESOLVED, by the Borough Council of Glen Rock, that the Borough Administrator is hereby authorized to enter into a contract with Job & Job to provide civil engineering services for the municipal building renovation project.

4. MOTIONS
Departmental Reports 

Council member Orseck (Parks and Recreation) – Once again, the Shack Program was a wonderful success, with nearly 400 children participating. The pool has had another successful year. Council member Orseck thanked Hank Allen for his countless volunteered hours at the pool. 

Council member Pazan (Finance) – The Borough is interested in soliciting resident volunteers who may want to look at and talk about finances for the future. The goal is to plan ahead with the Borough’s finances in an attempt to control our own destiny with our taxes.

Council member O’Hagan (Public Safety) – Capt. Gary Merselis retired this week. He has been an outstanding representative for the Borough and will be missed tremendously. We continue to wait for word on the light at Maple and Glen. All the paperwork has been filed with the County with their next meeting mid-September; at which time we will hopefully receive additional information. In the Borough’s continuing efforts to control speeding, the Borough will be installing additional speed humps throughout town. The locations will be Cornwall Road, Harding Road, S. Highwood Avenue, Rutland and Boulevard.

Council member McCullough (Public Works) – Reported that the five vehicles noted in the consent agenda are budgeted items for replacement vehicles. Council member McCullough noted that the truck chassis and body transfer was done instead of a new vehicle, which amounted to a savings of approximately $90,000. 

Council member Knapp (Building Department) – Business continues to be very brisk. Council member Knapp reported that the special events ordinance for the Central Business District will be expanded to include additional sidewalk use. Sandwich boards would be allowed adjacent to the building or on the brick area of the sidewalk. A special request may also be made by a merchant to extend the number of sidewalk sales. 


Council member Arnao (Licenses and Franchises) – Permits have been issued for both cell towers with anticipated revenue in the next 30-60 days. Glen Rock TV is being taped this evening, thanks to resident volunteer Andrew Stoffo. The first viewing will be on Channel 76 with Cablevision eventually airing it on Channel 77. A proposal will be forthcoming concerning improvements that can be made to the website and various ways to improve Borough communication. This Friday’s paper will have an article soliciting residents who can advise the Council on technology-related issues.

6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)

Ralph Henninger – Thornbury Avenue – Mr. Henninger asked why the messages on Channel 77 have remained the same for the last three months. Council member Arnao commented we have been experiencing a problem with the feed and our equipment which is used to utilize this service. Mr. Henninger clarified that Glen Rock will be feeding two channels; Channel 76 and 77. Council member Arnao replied that Channel 76 has always been available to us; however it is regional and used by several towns. Channel 77 is dedicated solely to Glen Rock. Mr. Henninger asked if Verizon will be offering a public access channel. Council member Arnao replied he hopes to see this by the end of the year; however no town has received this yet. Mr. Henninger commented that many people depend on Channel 12 news, which is not available from Verizon. Council member Arnao commented that Verizon is aware of this and hopes to offer something comparable.

Doris Ciaramella – Austin Place – Mrs. Ciaramella complimented the Council on their new surroundings. Mrs. Ciaramella also complimented NJ Transit for their improvements to the railroad crossing.

Irene Brown – 675 Lincoln Avenue – Mrs. Brown complimented PSE&G for their paving after the installation of the new gas lines.
