Borough Assessor Rubenstein reported that he randomly visited several aprons and found their measurements to be accurate with the Apron Assessment billing. Consequently, Mr. Rubenstein certified that the measurements presented to the Council are in deed accurate.

RESOLUTION AUTHORIZING THE EXTENSION OF LEASE FOR TEMPORARY MUNICIPAL OFFICES 

WHEREAS, the Governing Body of the Borough of Glen Rock had authorized the execution of a lease agreement with Sinibaldo Leone, Jr. for a portion of premises commonly known as 175 Rock Road, Glen Rock, NJ for the Boroughs administrative and police facilities; and 

WHEREAS, the Borough and Sinibaldo Leone, Jr. executed a Lease Agreement dated June 28, 2007, a copy of which is on file in the office of the Borough Clerk, having an initial lease termination date of December 31, 2008; and

WHEREAS, Article 48 of the Lease Agreement provides for the Borough to extend the lease for two (2) additional extension terms of six (6) months; and

WHEREAS, the Borough anticipates that the completion of the renovations for the municipal building will be on or before June 30, 2009, thereby necessitating the exercise of the first extension term. 

NOW THEREFORE BE IT RESOLVED by the Governing Body of the Borough of Glen Rock that it hereby authorizes the Borough Administrator to give the Landlord, Sinibaldo Leone, Jr., notice of the Boroughs election to extern the term of the lease agreement for a period of six (6) months from January 1, 2009 through June 30, 2009 at the monthly rental of $17,500.00.

4. DEPARTMENTAL REPORTS

Council member Orseck (Recreation) – The made-to-order part for the pool will be here tomorrow with the pool anticipated to re-open on Friday. Notification will be posted on the Police traffic sign as well as at the pool. The weather has delayed construction at the tennis courts located at Wilde Park.

Council member Pazan (Pazan) – The Finance Committee met yesterday with topics of discussion including: reduction of fuel usage; health benefit costs and the assessor report.

Council member Knapp (Building) – Activity for the Building Department is within normal parameters. A detailed report is on file for viewing.

Council member Surrago (Public Works) – Public Works reported that after the high school locker clean-out a substantial amount of material was recycled. New procedures regarding recycling are in the process of being implemented at the schools. Recycling containers will be moved from town to the fields. There were eight winners of mulching mowers at the recent Fair. One winner was Rev. Spencer who generously donated his mower to the Arboretum. The Council was thanked for supporting the funding of the mowers and the Environmental Commission for their coordination efforts.

Council member O’Hagan (Safety) – Thanked all the volunteers who worked at the Town Fair. Additional speed humps are in the planning stages. Residents near the proposed locations will be contacted. Council member O’Hagan met with a potential skateboard company. This prospect will continue to be investigated.

Mayor van Keuren commented that the Glen Rock Pops put on a concert at Central School, which was incredible. Mayor van Keuren encouraged everyone, if given a chance, to attend a concert.

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:


Section I - Chapter 216 of the Revised General Ordinances of the Borough of Glen Rock 1971, as amended, entitled "Vehicles and Traffic,” is hereby amended as follows:

A. There is added to Section 216-44 entitled “Schedule XVII- No Right on Red ” the following:

ORDINANCE NO. 1575

AN ORDINANCE TO AMEND ORDINANCE NO. 1575,
BEING AN ORDINANCE AUTHORIZING AND APPROVING
THE ELECTRONIC DISBURSEMENT CONTROLS FOR
PAYROLL SERVICES

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:


WHEREAS, New Jersey Statutes authorizes municipalities to enter into agreements with payroll vendors to make payroll agency deposits on behalf of the municipality and to provide related payroll services; and 

WHEREAS, N.J.A.C. 5:30-17, et seq., as amended, provides for the general authority and procedures for the authorization and implementation of such services; and

WHEREAS, in order to authorize such services, N.J.A.C. 5:30-17.4 requires approval by the Borough’s Governing Body through the adoption of an ordinance.

NOW, THEREFORE, be it ordained by the Mayor and Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:

Section I. Approval of the Use of Disbursing Organization/Servicer for Payment of Claims. The use of a servicer for payment of payroll agency claims is hereby authorized. The servicer shall be permitted to perform the following tasks:

A. Date of collection;
B. Servicer report preparation;
C. Calculation of withholding;
D. Direct deposit of payroll disbursements; and
E. Municipal transfer of funds to disbursing organization’s account for subsequent payment.

Section II. Approval Officer. 

A. The Chief Financial Officer is hereby designated as the Approval Officer responsible for authorizing and supervising activities of the servicer/disbursing organization. (N.J.S.A. 40A:5-17(a)(1)).

B. The duties of the Approval Officer shall include the reconciliation and analysis of all general ledger accounts affected by the activities of the servicer/disbursing organization.

C. The Approval Officer shall be authorized to enter into an agreement with the disbursing organization/servicer that will allow holding of funds pending transmittal of those funds to a payee. The disbursing organization/servicer shall be authorized to hold the funds pending transmittal to a payee.

“Section III. Compliance with Laws. The Borough specifically adopts, as if set forth at length and verbatim, all requirements of N.J.A.C. 5:30-17.1 et seq. 

Section IV. 5. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)

Doris Ciaramella – 15 Austin Place – The Senior Citizen Advisory Committee has completed their compilations of the senior citizen survey. The findings will be distributed shortly. Mrs. Ciaramella commented there are 5-6 drums of some type of material that are being housed in the parking lot behind 201 Rock Road.

Irene Brown – 675 Lincoln Avenue – Mrs. Brown thanked the Council for the renovations done in the Woman’s Locker Room. Mrs. Brown commented there are no signs at the Recycling Center as to which wood chips could be taken. 

Mary Henninger – Thornbury Avenue – Mrs. Henninger asked if Verizon will be supplying an access channel and if so, when and if not, why not. Mayor van Keuren stated that would be a question for Council member Arnao who is absent this evening. 

Bill Brown – 675 Lincoln Avenue – Mr. Brown read an article from Sunday’s Bergen Record regarding artificial turf and health concerns relating to its composition. The State continues to find high levels of lead in artificial turf yet the artificial turf manufacturer’s and lobbyists claim there is no reason for any health concerns.

Mayor van Keuren stated he will ask the Planning Board to reconsider all dimensions incorporated in the Borough’s building codes concerning setbacks, heights and bulk.
