There will be a Public Meeting of the Mayor and Council of the Borough of Glen Rock on Wednesday, May 23, 2007, at 8:00 p.m. in the Council Chambers of the Municipal Building.

2. FLAG SALUTE/ANNOUNCEMENTS 

This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.

In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. Do not use the lift.

Council member McCullough led the Council in the flag salute.

At this time, Mayor van Keuren announced the winners of the Library Read-A-Thon. The following young residents were honored: Will Curtis, Ana Bilboa, Julie Piermatteo, Rebecca Podd, Emily Podd, Julia Malo, Jessica Malo, Julienne Sorota, Stephanie Sorota and Peter Sorota. 

Mayor van Keuren stated the final reading of Ordinance 1549 would be taken out of sequence and read next.

SECTION 2. All salaries herein above listed are to be considered as annual salaries unless otherwise designated.

SECTION 3. The Annual Salaries, weekly wages, and hourly wages shall be paid in bi-weekly installments, except that the Mayor and Council, Secretary of the Board of Health may be compensated quarterly.

SECTION 4. The amount to be paid to each officer or employee within the salary and wage range shall be fixed from time to time by resolution of the Mayor and Council.

SECTION 5. In addition to the salary ranges indicated above, longevity pay will be given to full-time Public Works personnel, Sanitation personnel, and Administrative personnel hired before 1-1-77 and Police Officers at the rate of tow (2%) per cent for each four years of service not to exceed twelve (12%) per cent or the amount set forth in the contract. Longevity credit will be computed and paid semi-annually each year (January 1 and July 1) and semi-annually thereafter. Employees who serve in more that one capacity and spend their full time in Borough Service shall be considered a full-time employee for the purpose of longevity.

SECTION 6. The Mayor and Council may allow a onetime payment of $500 - $1,000 for employees who have attended classes and have earned a certification appropriate to their position or department.

SECTION 7. The provisions of any ordinance or ordinances inconsistent with the provisions hereof are hereby expressly repealed.

SECTION 8. Where labor contract prevails, terms and conditions of the contract shall supersede this ordinance.

SECTION 9. This ordinance shall take effect retroactive to January 1, 2007 upon passage and publication as required by law.

4. MOTIONS
Departmental Reports 

Council member O’Hagan (Public Safety) – Announced that the restrooms will be open during the day at Wilde Park. 

Council member McCullough (Public Works) – DPW has begun their Senior Citizen Recycling Program. 

Council member Pazan (Finance) – Tonight’s final ordinance finishes the 2007 budget process. Additional financials are being obtained in anticipating of the Borough Hall renovation. 

Council member Arnao (Licenses and Franchises) – Contracts for the Recycling Center cell tower are in the process of being signed and the Prospect Street tower is still awaiting DEP approval. 

Council member Orseck (Parks and Recreation) – Pool opens this weekend. Commendation to Hank Allen, once again, for all he has done at the pool. Mayor van Keuren will continue with his tradition and be the first down the waterslide to kick-off the 2007 pool season.

Council member Knapp (Building) – The Building Department continues to be busy. Fees collected thus far are $24,000 over what was collected last year for the same time period.

5. ORDINANCES (Previously presented)

Ord. # 1549 - Final Reading - AN AMENDMENT TO AN ORDINANCE TO FIX THE COMPENSATION OF CERTAIN OFFICERS AND EMPLOYEES OF THE BOROUGH OF GLEN ROCK, BERGEN COUNTY, NEW JERSEY.

6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)

Michael Zislis – 48 Diamond Court – Mr. Zislis commented that the borough has taken considerable time (two months) to determine if he needs a permit for a retaining wall on his property. Originally Mr. Zislis contacted the town to find out if he needed a retaining wall and was told this was not under their jurisdiction, due to the proximity of the brook, and should contact the County. The County stated no permit was required and work could commence. Next the Police were called and, per the Administrator’s instructions, was told to stop the work. Lenora commented she has spoken to Mr. Zislis several times. After considerable run-around Lenora was able to reach someone at DEP and was told a permit was indeed necessary, that’s when the Police were asked to stop the work. If any work touches the water a permit is necessary. Mr. Zislis claims he spoke with DEP and they told him he did not need a permit. Council member Orseck suggested whomever Mr. Zislis spoke with at DEP send something in writing. Mayor van Keuren commented he will confer with the Borough Engineer and respond as soon as possible back to Mr. Zislis.

Mary Henninger – Thornbury Avenue – Mrs. Henninger asked Council member McCullough is he knew how many seniors have signed up for the recycling program. Mr. McCullough replied there have been ten. Mrs. Henninger asked for an update on the building renovation and pending move. Lenora commented the Police hope to move July 1st and the borough office 2-3 weeks after that. On September 27th the League of Municipalities will be conducting a Clean Energy conference and Mrs. Henninger asked if anyone from Glen Rock would be attending. Mayor van Keuren stated he believes there would be a conference along those lines in northern Bergen. Clean Energy is certainly on the agenda for the building renovation and a high priority for the town. 

Jim Seaton – Ferndale Avenue – Mr. Seaton commented he was shocked to here the town is considering putting a “plastic” field in town for $600,000. Mayor van Keuren clarified this project is in the early stages and the discussion is being held by the Recreation Advisory Board. Mr. Seaton commented that one of the reasons the municipal building is in the condition it is is because for thirty years the town has been catering to every self-serving group and their luxuries. Necessities should be taken care of first. Council member Orseck commented that the turf field discussion is in the very preliminary stages with the Recreation Advisory Board (which is made up primarily of volunteers). Council member added that there are 1,100 children in just the baseball program. It is the intent of the RAB to raise the money through fundraising for the field, nor has the site been determined.
