This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.
In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building.

EMS Week Proclamation
To designate the Week of May 18-24, 2008, as Emergency Medical Services Week
WHEREAS, emergency medical services is a vital public service; and
WHEREAS, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and
WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and
WHEREAS, the emergency medical services system consists of emergency physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators and others; and
WHEREAS, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and
WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; now
THEREFORE, I John van Keuren, Mayor of the Borough of Glen Rock, New Jersey in recognition of this event do hereby proclaim the week of May 18-24, 2008, as

RESOLUTION SUPPORTING THE CLICK IT OR TICKET MOBILIZATION OF
MAY 19 – JUNE 1, 2008
WHEREAS, there 716 motor vehicle fatalities in New Jersey in 2007; and
WHEREAS, a large percentage of motor vehicle occupants killed in traffic crashes were not wearing a seat belt; and
WHEREAS, use of a seat belt remains the most effective way to avoid death or serious injury in a motor vehicle crash; and
WHEREAS, the National highway Traffic Safety Administration estimates that 135,000 lives were saved by safety belt usage nationally between 1975-2000; and
WHEREAS, the State of New Jersey will participate in the nationwide Click It or Ticket seat belt mobilization from May 91- June 1, 2008 in an effort to raise awareness and increase seat belt usage through a combination of enforcement and education; and
WHEREAS, the Division of Highway Traffic Safety has set a goal of increasing the seat belt usage rate in the state from the current level of 91% to 93% ; and
WHEREAS, a further increase in seat belt usage in New Jersey will save lives on our roadways;
THEREFORE, BE IT RESOLVED, that the Borough of Glen Rock declares it’s support for the Click It or Ticket seat belt mobilization both locally and nationally from May 19 – June 1, 2008 and pledges to increase awareness of the mobilization and the benefits of seat belt use.

WHEREAS, the Tax Assessor, has recommended a modification to the 2007, assessment; and
WHEREAS, as a result of discussions between the Tax Assessor and the Plaintiff’s attorney, it is recommended to the Mayor and Council that settlement of this matter be ratified and approved.

ORDINANCE NO. 1572
AN ORDINANCE TO AMEND CHAPTER 101 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK - 1971 AS AMENDED ENTITLED "FEES” BEING AN ORDINANCE COVERING FEES CHARGED BY VARIOUS AGENCIES, BUREAUS AND DEPARTMENTS WITHIN THE BOROUGH; TO AMEND THE FEES FOR THE RECYCLING CENTER
BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:
Section I - Chapter 101 of the Revised General Ordinances of the Borough of Glen Rock 1971 as amended being an Ordinance entitled "Fees" is hereby amended as to the following section(s):
1. Subsection 101-9 entitled “Trees and Shrubs” is amended by deleting section B to be replaced with the following:
“B. Charge per yard for grass dumped by licensed landscapers at the Recycling Center: $25.”
Section II. VALIDITY-SEVERABILITY If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be held invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered.
Section III All Ordinances or parts of Ordinances inconsistent with the provisions hereof are hereby repealed.
Section IV This Ordinance shall take effect upon passage as required by law.
6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)
Doris Ciaramella – 15 Austin Place – The Senior Advisory Committee has been tabulating the senior surveys. Mrs. Ciaramella noted that they are no longer accepting additional surveys. The data will be presented to the Council in the near future. There will be a town program on June 10 with a speaker from Valley. The speaker is an occupational therapist and will have suggestions on improving balance.
Mary Henninger – Thornbury Avenue – Mrs. Henninger was pleased to hear of the Council’s endorsement of mulching mowers. Mrs. Henninger shared that the State Council on Affordable Housing has new rules, which will go into affect June 2nd. These new rules will double the goal of additional affordable housing State wide. Municipal officials are concerned that there will be an added expense to the taxpayers. Mrs. Henninger asked what arrangement is in affect with Glen Courts regarding property taxes. Mayor van Keuren stated in lieu of taxes they pay a fee to the town every year.
Paul Herrlett – Fanklin Place – Mr. Herrlett commented that last month he suggested that the timing be changed at Rock and Glen. He has since spoken with the County Engineer who informed him that all County lights are timed as the one at Rock and Glen. Mr. Herrlett suggested that the town distribute additional information informing people to stop when someone is crossing with the light.
Jim Seaton – Ferndale Avenue – Mr. Seaton asked if there was special wording in the recently passed Zoning ordinance to accommodate homes built on a slab, i.e. the proposed townhouses on Doremus Avenue. Mayor van Keuren stated he was not aware of any special wording. Mr. Seaton asked if it would be possible to come in to the office and look at this ordinance. Yes.
Jeanne Rey – 153 Winslow Terrace – Mrs. Rey commented she lives near a home that recently removed five huge trees for the sole purpose of building a larger home. Mrs. Rey stated the Memorial Day services will be held at Community Church in the event of a heavy rain.
