FLAG SALUTE/ANNOUNCEMENTS
This meeting is called
pursuant to the provisions of the Open Public Meeting Law.
This Meeting was included in a list of meeting notices sent to
the Bergen Record and advertised in said newspaper in January, posted
on the bulletin board in the Municipal Building, and has remained
continuously posted as the required notices under the Statue.
In addition, a copy of this notice is and has been available to
the public and is on file in the office of the Municipal Clerk.
In accordance with the New
Jersey State Fire & Safety Code I call your attention to the
lighted exit signs. In the event the alarm sounds, move in an orderly
manner toward the exit nearest you and leave the building.
Do not use the lift.
Council member Knapp led the
Council in the flag salute.
Mayor van Keuren announced
several upcoming community events.
Saturday, May 12th there will be a Bone Marrow Drive
at the Ambulance Building from 10-4.
Also on Saturday the Garden Club will be having their annual
Plant Sale at the Main Line Train Station.
Sunday, May 13th there will be a poverty awareness
project at the Bergen Line Train Station.
May 14th stamps go to .41.
Wednesday, May 16th is the last day to purchase pool
badges at the discounted rate.
On behalf of the Mayor and
Council the following proclamation was read by Mayor van Keuren
honoring the 60th anniversary of the Lutheran Church of the
Good Sherherd.
WHEREAS,
for the needs of a community’s residents to be fully and
properly cared for there must be not only physical and
educational services, but facilities for spiritual development, and
WHEREAS
the residents of the Borough of Glen Rock consistently
receive abundant spiritual and intellectual guidance from the
Borough’s religious community, and
WHEREAS
for the past sixty years
the Lutheran Church of the Good Shepherd has provided a
strong spiritual voice to and in the Borough, and
WHEREAS
for the past sixty years the Lutheran Church of the Good
Shepherd has offered a clear moral direction to individuals and to
families, and
WHEREAS
for the past sixty years the Lutheran Church of the Good
Shepherd has been a leader in caring for the physical and social needs
of residents.
NOW THEREFORE, the
Borough of Glen Rock takes great pleasure in congratulating the
pastor, staff and congregation of the Lutheran Church of the Good
Shepherd on its sixtieth anniversary, on its many achievements over
that span, and on its many achievements yet to come.

HEARING ON MUNICIPAL BUDGET AND ADOPTION

HEARING
Council
member Pazan, Chairman of the Finance Committee, presented a
power-point presentation of the Borough’s 2007 budget.
(Unfortunately
Council member Pazan’s presentation was inaudible for transcribing
purposes).

Jim
Seaton – Ferndale Avenue – Mr. Seaton questioned a 25,000 square
foot addition to the municipal complex.
Mayor van Keuren requested Mr. Seaton to ask that question
during the open portion of the meeting.
John
Hahn – 444 Ackerman Avenue – Mr. Hahn commented that options which
have been presented do not necessarily reduce the tax burden to the
resident; shared services (with BOE) comes from the same tax base. Mr. Hahn asked how many of the Council members participate in
the health care services and at what cost to the tax payers.
Five council members indicated they participate.
Lenora stated that the cost depends on the enrolled plan which
could be between $11,000 and $15,000 each.
Mr. Hahn stated with five members participating they are asking
residents to pay $55,000. Mr.
Hahn added by council members declining this benefit that would be a
way to save money and consequently “set the tone” for PBA and DPW
negotiations. Mr. Hahn
asked how much revenue was received from resident commuters for
parking. Lenora stated
$60,130 was received. Mr.
Hahn stated all but $5,000 of commuter revenue pays for council health
benefits. Mr. Hahn stated
the Council is not cutting costs.
Mr. Hahn stated that every time a police officer is hired it
will cost the taxpayers, over the life of the police career, $3.8
million, before benefits. Mr.
Hahn stated there has to be a point where we can operate with 19 or 20
police officers and not operate at full strength. Council member O’Hagan agreed with the cost, adding
currently the Council is looking at this expense stating that we are
not at the same level of expense as we were in the past.
Mr. Hahn urged the Council to spend the taxpayer’s money
wisely. Mr. Hahn asked
why $66,000 was budgeted for legal expenses when in actuality it was
$81,000. Lenora stated legal services encompasses all legal expenses
required by the borough, not just that of the Borough Attorney.
Mr. Hahn objected to a fee of $50 for the shack program (total
revenue $2,600) which is held at the public parks.
Lenora commented that the shack revenue for 2006 was $11,351.
Lenora added that there have been numerous upgrades, purchases
and added activities to the program and the borough has heard nothing
but compliments about the program.
Mr. Hahn’s complaint is that regardless of the amount of time
a child spends at Shack it costs $50, whether it is 1 hour or 6 weeks.
Council member O’Hagan commented the shack is a program which
allows parents to drop off their children, for six weeks, for
supervised activity. Council member O’Hagan asked how $50 for this service is
excessive.

SETTING THE SECOND INSTALLMENT PAYMENT FOR 2002, 2003 & 2004 APRON
ASSESSMENTS
WHEREAS,
the
Governing Body of the Borough of Glen Rock established, by Ordinance,
the 2002,2003 & 2004 apron assessments, which was passed on July
26th, 2006, and first installment bills payable September
15, 2006 were sent, and
WHEREAS,
the Ordinance provides the property owner the opportunity to repay the
apron assessment in two (2) annual installments,
NOW,
THEREFORE, BE IT RESOLVED, that the Mayor and Council does now set the
time for the second installment to be payable September 17, 2007.
