2. FLAG SALUTE/ANNOUNCEMENTS 

This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and Ridgewood Newspaper and advertised in said newspaper in January, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk.

In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. Do not use the lift.

Council member Fellig led the Council in the flag salute.

Due to a number of residents present in the audience the original order on the agenda was deviated from and Ordinance #1496 and Resolution #7 were addressed.

Mayor van Keuren deviated from the usual procedure and initiated a presentation and discussion on proposed ordinance #1496, the cell tower issue. The ordinance that will be introduced authorizes the Borough to lease a piece of property; plans for the cell tower are not part of the ordinance.

ORDINANCE NO. 1496 

AN ORDINANCE TO AUTHORIZE THE LEASING OF A PORTION OF 
REAL PROPERTY COMMONLY KNOWN AS LOT 24, 
BLOCK 127, ADJACENT TO 432 GROVE STREET,
BY THE BOROUGH OF GLEN ROCK, COUNTY OF BERGEN
STATE OF NEW JERSEY

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:

WHEREAS, the Borough of Glen Rock has determined that there exists a need to lease a portion of real property within the Borough of Glen Rock to permit the construction and installation of a cellular tower and;

WHEREAS, the Borough of Glen Rock intends to enter into a ten (10) year lease agreement, with two (2) five (5) year options to renew, in accordance with the terms and provisions of a Letter of Intent submitted to Philip Gulmy, Sr., the owner of premises located at Block 127, Lots 19 and 24, adjacent to 432 Grove Street, Borough of Glen Rock, State of New Jersey (“Property”) in accordance with the provisions of N.J.S.A. 40A:12-1, et seq.;

NOW THEREFORE, be it ordained by Borough Council of the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:

Section I. The Borough of Glen Rock is hereby authorized to enter into a lease agreement for the property in accordance with N.J.S.A. 40A:12-1, et seq., with Philip Gulmy, Sr. (“Gulmy”), subject to the award of a contract to the successful bidder for the construction and the installation of a cell tower on the property, the submission of a conceptual plan to the Planning Board of the Borough of Glen Rock and the satisfaction of all other conditions outlined in the Letter of Intent dated March 18, 2005 (a copy of which is on file with the Borough Clerk). 

Section II. The terms and conditions of the lease agreement to be entered into between the Borough of Glen Rock and Gulmy shall be in accordance with the Letter of Intent dated March 18, 2005.

Section III. Validity_Severability. If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be adjudged invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance, but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered.

Section IV. All Ordinances or parts of Ordinances inconsistent with the provision hereof are hereby repealed.

Section V. This Ordinance shall take effect upon passage and publication as required by law.

At this time, Mayor van Keuren stated what the proposed plans are for this piece of property. The driving force behind this proposal is “need”. Mayor van Keuren stated the proposed cell tower is not being done for revenue; albeit there will be revenue, but rather being done for public safety and public convenience. Borough Administrator Bert Kendall, Borough Assessor Steve Ruebenstein, Borough Attorney Bob Garibaldi and Borough employee Paul Herrlett all made brief presentations concerning the proposed cell tower. 

Mr. Kendall described what is being proposed with the leased property and addressed frequently asked questions. Mr. Kendall stated the Borough Council has been discussing this issue for several years and continually receive complaints from emergency workers of the poor or lack of service in Glen Rock. Coverage on the east side of town is well known to be poor. Cell companies have discussed erecting towers on several private properties and although the revenue is not a driving force it would be a shame for the Borough to miss out on potential revenue. Based on independent tests, as well as tests performed by consultant Charles Hecht, the proposed site on Prospect Street was determined to be the “best” site for the Borough’s needs. 

Mr. Kendall continued stating the proposed property would be accessed through the Ridgewood Sewer Plant entrance road and adjacent to the PSE&G right-of-way. The tower location is nearly 300’ from the nearest residences, which face Ho-Ho-Kus Brook. The agreement with the property owner would be for a ten year lease with the Borough putting up the tower and sharing 1/3 of the revenue with the property owner. Several carriers have pre-approved this site as well as a major engineering company which builds cell towers. A 150’ cell tower is being proposed with the hopes of a second tower not being needed in Glen Rock. 

After several years of off and on negotiations with Ridgewood the Mayor informed Ridgewood on March 2, 2005 that Glen Rock prefers to deal with a private property owner near the same location. The proposed site if further away from residential properties, has better access and will potentially generate a higher source of revenue. The Borough hopes to appear before the Planning Board on April 18, 2005 which would then mean we would be in a position to go to bid in early June after a final review of the plans and specifications by the carriers. The bid could conceivably be awarded in July with the tower being constructed this summer over a two week period. 

Borough Assessor Steve Rubenstein spoke concerning market value and tax assessments of properties. Mr. Rubenstein stated he has spoken to surrounding town assessors and stated that in his opinion there has been very little, if any, affect on resale prices of property that are in near cell towers. Mr. Rubenstein did add that if it turns out there is an affect on market value this would only be determined by diminishing property values along Prospect Street and the general vicinity in the year or two after the construction of the tower. Mr. Rubenstein added if this is the case property assessments will be adjusted accordingly. 

Borough Attorney Bob Garibaldi gave an explanation to the federal preemption contained in the statute regarding health issues from cell tower emissions. Congress enacted the Telecommunications Act in 1996 to promote competition, reduce regulation and secure lower prices and higher quality service for telecommunication users. The TCA amended the statute to deal with specific limitations including that tower applications cannot be denied based on environmental effects as long as emissions are in compliance with Federal limits. Mr. Garibaldi added that the courts have upheld the placement of towers cannot be prohibited wherein gaps of service are a result. In conclusion, local municipalities have no ability to deny a cell tower based on health issues providing the carriers can show that their emissions were within the parameters set by the FCC. 

Borough employee Paul Herrlett spoke on the specifications of the tower. The Borough’s function will to act as the leasing and bidding agent. The Borough will be soliciting lease bids from cell carriers with the highest bidder being asked to construct the monopole themselves which they will in turn have the right to select their preferred location on the tower. Secondary bidders will then choose their location on the tower based on the amount of their bid. The ownership of the pole will be deeded over to the Borough with the monthly lease amounts going to the Borough. The Borough would receive 2/3 of any revenue with the property owner receiving 1/3 of the revenue. The 150’ tower has been selected so five carriers would receive good coverage and be above the tree line. There will be a requirement of a minimum of two bidders in order for the project to be executed. 

Mayor van Keuren summarized by stating there is undeniably a need in this area and carriers are determined to fill this need. The Council’s experience is that there are safety concerns over the lack of coverage in this area and courts have determined that cell towers cannot be denied based on health concerns. At this time the Mayor offered any resident the opportunity to express their opinion or concern.

Brandon DeClet – 51 Ferndale Avenue – Mr. DeClet read a prepared statement responding to a previous statement by resident Gene McInerney concerning the cell tower and Citizens Against the Tower. Mr. DeClet added that the information provided in the Hecht Report should not be relied upon as a basis for need by any member of the Council.

Ed Esposito – 829 Harristown Road – Mr. Esposito lives in the neighborhood of the proposed cell tower and is very much in favor of a tower at the proposed site. Mr. Esposito stated he cannot use his cell phone for business purposes or call family and friends from his house. Mr. Esposito urged the Mayor and Council to approve the construction of a tower. 

Mary Harrison – 136 Forest Road – Mrs. Harrison commented that although a cell tower cannot be argued for health reasons she believes the health reasons are compelling enough to find other reasons to deny this tower. Mrs. Harrison cited a study where cell towers are being studied as a 

possible cause for health concerns among firefighters where towers are located on their firehouses. Mrs. Harrison further stated that there are no proven safety standards, only regulatory standards for cell towers. Mrs. Harrison commented that children, pregnant women and the elderly are all at greater risk to radiation exposure. Mrs. Harrison also added that once a cell tower is erected it is difficult to verify the radiation emissions are within legal limits. 

Suzanne Barron – 49 Alan Avenue – Mrs. Barron cited studies where electric magnetic-radiation is suspected to play a role in causing leukemia and brain cancer in children. Mrs. Barron appealed to the Mayor and Council, as a parent of a child in cancer remission, to put themselves in her shoes and reconsider this proposal.

Mary Alice Kinsella – 132 Forest Road – Mrs. Kinsella commented that according to Borough Ordinance the only sites that are permitted to have a cell tower are owned, controlled or leased by the Borough. Mrs. Kinsella continued stating State Law must provide that there is a significant gap in service. Mrs. Kinsella stated that the diminution in property values cannot wait until the tower has been erected. Mrs. Kinsella questioned whether tax appeals and loss of tax revenue would be offset by revenue from the cell tower. The town needs to take a different approach and require the cell towers to establish that there is a significant gap in service and a tower in Glen Rock is the least intrusive and most appropriate place to address a significant gap. There appears to be no apparent benefit to the residents of Glen Rock and only serves to diminish the quality of life in Glen Rock.

Lisa Arkin – 649 Prospect Street – Ms. Arkin asked if there were other technologies investigated rather than a cell tower. Mayor van Keuren replied that the professional consulted stated there were no other significant technologies available in this area. Ms. Arkin asked what other technology options were considered. Council member Moore replied that one common alternative is lower antennae on commercial buildings. Due to a lack of appropriate commercial buildings in the proposed area this is not a viable solution.

Bob Moloney – 24 Abbington Terrace – Mr. Moloney requested that the Council work with the “Citizens Against the Tower”. Mr. Moloney requested this item be taken off the next Council agenda and serious consideration be given to the citizen concerns.

Regina Rear-Connor – 690 Ackerman Avenue – Mrs. Rear-Connor asked if there was a plan for the Borough to have the emission levels frequently measured. Mayor van Keuren replied at this time there isn’t a plan as we have not reached this point in the proposal however this is a reasonable request and it will be considered. 

Mary Harrison – 136 Forest Road – Mrs. Harrison read a quote from the Village of Ridgewood’s Mayor stating “I do not feel it was a loss not putting the tower on Ridgewood property … we wouldn’t want to do something for the sake of a couple of dollars that the majority of our residents would be against.”

Mayor van Keuren announced that the Council is considering entering into an agreement with the County of Bergen to install a short-sided soccer field in the County Park. Mayor van Keuren announced that he will allow public comment on this subject prior to a Council vote. The proposed field would be approximately 35 x 70 yards for 6 and 7 year old use. A petition signed by 31 residents has been submitted to the Council asking for an alternative site for the field. The Recreation Advisory Committee has expressed an acute need for another field. The arrangement with the County would be that they grade the field, we control 25 hours of usage per week for Glen Rock teams, we mark/cone the field ourselves, we bring/remove portable goal posts and we designate/publicize that the Alan Avenue extension not be used as a drop-off zone.

7. Resolution to Accept County Agreement

RESOLUTION AUTHORIZING LICENSE AGREEMENT WITH BERGEN COUNTY

WHEREAS, the Borough of Glen Rock has requested use of a portion of the Saddle River County Park in Glen Rock, owned by Bergen County, to use a 40 yard by 80 yard area as a practice soccer field, and has received a letter from the Office of the County Counsel dated March 11, 2005 with the attached License Agreement that must be approved by both the Borough Council of Glen Rock and Bergen County Board of Freeholders; and

WHEREAS, the Mayor and Council of Glen Rock have read and understood the terms of the License Agreement, which is what Glen Rock had requested from the Recreation Advisory Committee to the Division of Parks & Recreation in Glen Rock, and discussed with the Bergen County Parks Director; now therefore

BE IT RESOLVED, by the Borough Council of Glen Rock, that the Mayor and Borough Clerk are authorized to execute and attest the attached License Agreement and send to Bergen County for appropriate approval along with a certified copy of this resolution.

Jeanne Rey – 142 Winslow Terrace – Mrs. Rey commented that she does not feel we should construct another field for the children adding it does nothing for the Senior Citizens.

Robert Willes – 160 Chadwick Place – Mr. Willes stated he understands fully the need for another field to replace the one lost at St. Catharines adding their concern is with the current location proposed. The proposed location impacts more homes more than any other location in the park. The County has told the neighboring residents that they must issue permits to any other team wishing to use the field, when it is not being used by Glen Rock and their 25 allotted hours. Saturday and Sunday hours would be available to anyone, including adult leagues. Mr. Willes stated this is a concern as the proposed field would be 30-40’ from the neighbor’s backyards. Mr. Willes commented that another major problem would be the parking. On numerous occasions the park is closed due to parking capacity. The residents along Chadwick and Alan Avenue are very concerned that people will park along these residential streets. Mr. Willes stated a solution to all these resident concerns would be to move the field to an alternative site that the residents propose. The new area has several advantages including nearby comfort stations, accessible parking, and elimination of any traffic congestion. 

Mayor van Keuren commented that the majority of statements made by Mr. Willes do not contradict the proposed resolution. However, Mayor van Keuren did correct the 25 hour allocation to 5 hours on Saturday, 5 hours on Sunday and 15 hours during the week. 


Jessica Kilgore – 643 Prospect Street – Mrs. Kilgore believes an amicable solution can be found to appease the residents and soccer. Mrs. Kilgore commented she believes some of the alternative sites would allow the field to be full sized rather than a short-sided field. A short-sided field would be used for 6-7 year olds, which means parents do not just drop them off. The field needs to be close to the parking lot. In addition the alternative sites do not have the excessive goose problem as does the area behind Chadwick Place. 

Mayor van Keuren commented that the resolution being considered by the Mayor and Council is not “site-specific”. The comments given tonight will be taken into consideration along with concerns of the Recreation Advisory Board.

Robert Sacharoff – 150 Chadwick Place - Mr. Sacharoff lives directly adjacent to the proposed field. Mr. Sacharoff is concerned that the Borough cannot regulate who uses the field, when not in use by Glen Rock, there is no guarantee that this will be a temporary field and the Council cannot control litter, parking, noise or the safety of the children who play in the dead end area. Mr. Sacharoff stated there are significant security issues with these strangers who are not Glen Rock residents who will be cutting through residential property to access the field. Mr. Sacharoff added he is very concerned with property damage, diminished property values and believes the Council has not done their homework in this matter. Mr. Sacharoff asked if the weekend hours had been determined. Mayor van Keuren replied this has not yet been established.

Jeff Wild, Esq. – Lowenstein, Handler (partner) – Mr. Wild represents Mr. & Mrs. Willes. Mr. Wild stated he is not here as a litigator but rather to try and solve a problem at the County Park. Mr. Wild stated it would be irresponsible of the Council to approve an agreement with “blank” areas. Mr. Wild submitted a diagram with one of many alternative locations, which the County has accepted. Mr. Wild stated he believes there would be unanimous support from the residents providing the location is acceptable. Mr. Wild added if there is not an agreement on the location in advance it would inevitably result in “the kind of legal of battles that are not good for the township and would be totally unnecessary.” The contract in its present form is unlawful for several reasons. Mr. Wild stated this is a “sweetheart arrangement” with 25 hours of priority time used exclusively for Glen Rock residents. Mr. Wild added this arrangement could also be challenged as “racially discriminatory”. Mr. Wild also stated the type of notice given for this meeting was inadequate. Mr. Wild cautioned the Council that if this presented proposal proceeds as it is currently written the residents will most assuredly challenge the Borough. Council member McCullough asked Mr. Wild that if the Council agrees to change the location do the legal issues “go away”. Mr. Wild replied yes they would, provided the suggested location is accepted. Council member Jordan noted that the alternate location would affect ten other residents adding the alternative location was originally preferred by soccer and the Recreation Advisory Board until it was determined that the alternative location represented a dangerous condition for the children in terms of field condition and drainage. Mayor van Keuren summarized by saying that the vote on the resolution and the selection of field location are separate matters. Voting for the resolution does not necessarily selection of a particular site. 

Lisa Arkin – 649 Prospect Street – Mrs. Arkin commented she did receive one letter concerning this issue; however she does not feel this was adequate communication.

Michael Tufano - 172 Chadwick Place – Mr. Tufano commented that using the Alan Avenue extension creates a greater safety issue than any drainage could. 

George Gabriel – 127 Chadwick Place – Mr. Gabriel disagreed that the proposed site has better drainage than the alternate area.

John McKenna – 180 Chadwick Place – Mr. McKenna stated he is adamantly opposed to the proposed site and feels the Council planned on “ramming” this through without proper notification to the residents. Mr. McKenna added the proposed site has a significant drainage problem.

Douglas Mende – 120 Chadwick Place – Mr. Mende suggested that Hamilton and Coleman Schools have useable space as well as Main Street field and these areas should be considered. Mr. Mende is concerned with parking at the County Park. During warm weather the two lots in the park are filled to capacity adding Chadwick Place will turn into another parking lot. The town should be looking at fields that we have 100% control over.

The Council took a short recess at this point. Upon their return Council member Jordan made a motion to table the resolution accepting the County agreement, Council member Fellig seconded the motion. Council member Jordan requested from Mr. Wild an exact location of the proposed alternative site as the diagram presented to the Council shows the alternative site in the middle of a parking lot.

AN AMENDMENT TO AN ORDINANCE TO FIX THE COMPENSATION OF CERTAIN OFFICERS AND EMPLOYEES OF THE BOROUGH OF GLEN ROCK, BERGEN COUNTY, NEW JERSEY.

BE IT ORDAINED, by the Borough Council of the Borough of Glen Rock in the County of Bergen, New Jersey as follows:

SECTION 1. That there is hereby established salary and wages for the classification of certain employees herein below set forth:

SECTION 2. The Annual Salaries, weekly wages, and hourly wages shall be paid in bi-weekly installments, except that the Mayor and Council, Secretary of the Board of Health may be compensated quarterly.

SECTION 3. The amount to be paid to each officer or employee within the salary and wage range shall be fixed from time to time by resolution of the Mayor and Council.

SECTION 4. In addition to the salary ranges indicated above, longevity pay will be given to full-time Public Works personnel, Sanitation personnel, and Administrative personnel hired before 1-1-77 and Police Officers at the rate of two (2%) per cent for each four years of service not to exceed twelve (12%) per cent or the amount set forth in the contract. Longevity credit will be computed and paid semi-annually each year (January 1 and July 1) and semi-annually thereafter. Employees who serve in more than one capacity and spend their full time in Borough Service shall be considered a full-time employee for the purpose of longevity. 

SECTION 5. The provisions of any ordinance or ordinances inconsistent with the provisions hereof are hereby expressly repealed.

SECTION 6. Where labor contract prevails, terms and conditions of the contract shall supersede this ordinance.

SECTION 7. This ordinance shall take effect retroactive to January 1, 2004 upon passage and publication as required by law.

SECTION 6. The Mayor and Council may allow a onetime payment of $500 - $1,000 for employees who have attended classes and have earned a certification appropriate to their position or department.

SECTION 7. The provisions of any ordinance or ordinances inconsistent with the provisions hereof are hereby expressly repealed.

SECTION 8. Where labor contract prevails, terms and conditions of the contract shall supersede this ordinance.

SECTION 9. This ordinance shall take effect retroactive to January 1, 2005 upon passage and publication as required by law.

RESOLUTION AUTHORIZING CAPITAL ALTERNATIVES TO SUBMIT GRANT APPLICATION FOR CORNWALL ROAD RECONSTRUCTION

BE IT RESOLVED, by the Mayor and Council of the municipality of Glen Rock that application is made to the Commissioner or Transportation for aid under the New Jersey Trust Fund Authority Act for:

(1) Cornwall Road Reconstruction – State Aid Program

WHEREAS, the Council has determined that such application should be prepared by Capital Alternatives Corporation, the grants specialists engaged by the municipality for assistance in such matters. 

RESOLVED, that Capital Alternatives Corporation is authorized to prepare, assemble, and submit the necessary documentation on behalf of the municipality of Glen Rock for the stated projects.

RESOLUTION TO APPOINT ELECTRICAL SUBCODE OFFICIAL

WHEREAS, the Borough of Glen Rock appointed Nicholas Lordo as temporary Electrical Subcode Official and Electrical Inspector effective January 18, 2005, and the State requires a resolution of temporary appointment prior to any permanent appointment; and 

WHEREAS, the Borough of Glen Rock has decided to appoint Nicholas Lordo to the permanent position of Electrical Subcode Official and Electrical Inspector after his sixty (60) day temporary appointment expires; now therefore

BE IT RESOLVED, by the Borough Council of Glen Rock, that Nicholas Lordo is hereby appointed as Electrical Subcode Official for a four (4) year term to expires on March 20, 2009, and as Electrical Inspector for a one (1) term to expire on March 20, 2006 and instructs the Borough Clerk to send a copy of this resolution to the Department of Community Affairs.

6. MOTIONS
Departmental Reports (On the 4th Wednesday of the month)

At this time, Council members present summarized their department report.


Council member O’Hagan – Reminded the public about the Cyberspace Presentation to be held at Academy of Our Lady. The speed humps will be installed once the weather is cooperative. A grant in the amount of $14,000 has been awarded to the Borough for the Ambulance Corps. for equipment. Finally, Council member O’Hagan was saddened by the recent fatal accident at the railroad crossing. He announced that the Borough is working closely with NJ Transit to remediate this situation. The Police, Fire and Ambulance were thanked for their professionalism in handling a delicate and unfortunate situation. 

Council member Jordan – Thanked Deputy Clerk Paula Fleming for the pool procedure which has been activated for 2005. Weather permitting, renovation of the two softball fields at Coleman School will begin this weekend. This will be a joint effort between the Board of Education, the Borough and the Glen Rock Baseball Association. Residents near the County Park have been asked for contact information so further communication may continue with them. 

Council member Knapp – The Stormwater Grant has been accepted by the County and will be forwarded to the State. The garbage and trash amounts have increased by 100,000 tons since 2002. Park benches have been refinished for the spring. Catch basins are being repaired and retrofitted with the new design basin as per State regulation. The street sweeper is averaging three days a week on Borough streets. 

Council member Moore – Building permits surpassed the previous month by eleven. Council member Moore will be meeting with the Borough Planner in order to revise the Housing Element and a Fair Share Plan for COAH requirements. 

Council member McCullough – No report.

Council member Fellig – Reported that the case receipts for February 2005 totaled $4,564,834.28. An additional $54,040 in revenue has been received from 2005 commuter parking sales. At this time Council member Fellig read a prepared statement announcing that she will not be running for a fourth term this fall.

7. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)

Jim Seaton – Ferndale Avenue – Mr. Seaton made a variety of comments concerning the Board of Education and the ratio of teachers to students. Mayor van Keuren commented that the Council met with the BOE and he, personally, came back with the insight of diminishing State Aid and escalating costs of providing special education.

Mary Henninger – Thornbury Avenue – Mrs. Henninger commented on the meeting with Scott Garrett and added his proposed agenda on Federal Income Tax was quickly replaced with Social Security issues, which the residents were most interested in. Secondly, Mrs. Henninger commented on the publicized Board of Education budget. 

Dan Merkle – Waldron Avenue – Mr. Merkle commented that the railroad crossing is a much more prevalent safety issue than cell coverage. Mr. Merkle stated he would like to see double gates at the crossing and a determined effort with New Jersey Transit to do so. 

Bob Moloney – 24 Abbington Terrace – Mr. Moloney asked what the Council’s next steps are toward the cell tower. Mayor van Keuren stated an ordinance was introduced tonight which will be enacted upon in two weeks. Assuming this ordinance passes a lease agreement will be entered into with the property owner and carriers can then be petitioned to respond to bid specifications for a tower at this site. Mr. Moloney asked exactly how much impact public input has with the Council. Mayor van Keuren stated each Council member individually must weigh the significance of public comment with their own decisions. 

Brandon DeClet – Ferndale Avenue – Mr. DeClet commented a perfect example that the Council does listen to the public is the fact that there is not a cell tower at the Municipal Building. Mr. DeClet asked if by putting a cell tower up on Prospect Street would lessen the chances a second tower would be needed in Glen Rock. Mr. Kendall replied Borough Ordinance suggests minimizing the number of towers. Secondly, if a tower is erected to the maximum height all of the carriers that are interested would fit on the tower.
