A RESOLUTION AUTHORIZING THE BOROUGH OF GLEN ROCK TO ENTER INTO AN INTERLOCAL SERVICES AGREEMENT WITH THE VILLAGE OF RIDGEWOOD
THIS AGREEMENT made this 25th day of February, 2009 by and between the Borough of Glen Rock (“Glen Rock”) and the Village of Ridgewood (“Ridgewood”), both of which re municipal corporations organized under the laws of the State of New Jersey.
WITNESSETH:
WHEREAS, N.J.S.A. 40:8A-5 authorizes a municipality to contract with any public or private entity to provide for any service which the municipality itself could provide directly; and.
WHEREAS, N.J.S.A. 40:8A-1 et seq., the Interlocal Services Act, provides a mechanism for making such contract between local units; and
WHEREAS, the governing bodies of Glen Rock and Ridgewood have a resolution authorized the execution of a interlocal service agreement pursuant to the Interlocal Service Act N.J.S.A. 40:8A-1 et seq., hereinafter referred to as the statute; and
WHEREAS, the purpose of this interlocal services agreement is contained in the enabling resolution which is hereby incorporated by reference.
NOW, THEREFORE, it is mutually agreed as follows:
1. The Village of Ridgewood shall provide to qualified Borough children of pre-school age, 2009 medical check-ups and child immunization shots through its research medical representative, Dr. Urian Kim, MD & Dr. Wayne Narucki at a fee of $55.00 per hour, not to exceed a yearly total of $1,650.00 to be paid directly to the Village of Ridgewood.
2. The Village of Ridgewood medical representative, Dr. Urian Kim, MD & Dr. Wayne Narucki shall indemnify and hold the Borough, and its Board of Health, harmless from any claims arising out of the services to be rendered herein in accordance with the indemnification provision set forth in the contract between the Village of Ridgewood and Dr. Urian Kim and Dr. Wayne Narucki , a copy of which is annexed hereto. The indemnification shall not cover any acts of negligence by the Borough.

RESOLUTION GRANTING DISABLED VETERAN STATUS
WHEREAS, the Tax Assessor has received and approved an application for a 100% disabled Veteran’s exemption pursuant to N.J.S.A. 54:4-3, by the owners of record Richard B. & Joann Easson, located at Block 220, Lot 6, 22 GORDON PLACE.
WHEREAS, the Tax Assessor has recommended to the Mayor & Council that the tax exemption be made retroactive to July 29, 2008. The date of the application was November 24, 2008.

RESOLUTION TO PRESERVE GLEN ROCK’S TREE CANOPY
WHEREAS, the Borough of Glen Rock has been a Tree City USA since 1994 and prides itself as a beautiful, tree-lined community attracting residents, shoppers and businesses, and
WHEREAS, due to age, natural weather events, construction, clear cutting, disease, over-zealous pruning and tree topping by utility companies, and other factors, we have seen a decline in the shade tree stock in the Borough, and
WHEREAS, trees sustain our quality of life in many ways by helping to purify the air we breathe, stabilizing the soil, reducing storm water runoff, replenishing ground water supplies, helping to ease flooding, providing a buffer and screen against noise and pollutants, providing a haven for birds and other wildlife, mitigating ambient ground temperatures and air quality, conserving and enhancing the Borough’s physical appearance, and protecting and increasing property values, and
WHEREAS, there is a direct relationship between the preservation of the tree canopy in Glen Rock and the health, safety and welfare of residents.
NOW THEREFORE BE IT RESOLVED that the Mayor and Council direct the Borough Administrator to:
1. Create a Tree Fund, which will be funded through private donations, for the purposes of subsequently acquiring, planting and maintaining trees on public properties within the Borough
2. Take appropriate opportunities to educate residents on the benefits and health care of trees within our community
AND BE IT FURTHER RESOLVED, that the Mayor and Council urge every resident to do his/her part to encourage the planting, proper maintenance, and preservation of mature shade trees and to ensure the sustainability of our community for generations to come.

4. MOTIONS
Departmental Reports
Council member O’Hagan (Public Safety) – Congratulated our two new police officers. Council member O’Hagan commented that the Police have set up a schedule to patrol and monitor excessive speeding in town. Ultimately, citizens need to be cognizant of their speed and adhere to the 25 mph. The Public Safety Committee is currently working with the Detective Department to conduct a town-wide seminar regarding internet predators. Further details will be forthcoming.
Council member Surrago (Public Works) – Residents are reminded to continue recycling. The Borough is researching into a new vendor for recycling, as the current vendor is not honoring their contract. Due to the economy vendors will only commit to a 90-day contract.
Council member Biggs (Licenses and Franchises) – No report.
Council member Orseck (Parks and Recreation) – Mark Barone, Recreation Director, recently ran a program where numerous residents participated in taking a bus to a Nets game. The hockey association has asked that residents not allow their dogs to run freely on the hockey rink.
Council member Pazan (Finance) – The next Finance meeting will be March 4th at 5:30 p.m. All residents are invited to attend.
Council member Arnao (Buildings & Grounds) – Council member Arnao stated he has been asked by the Environmental Commission to consider and implement sustainable landscaping at the Municipal Building. Council member Arnao has also been working with Janeen McDonald, Clerk of the Works, to consolidate and save on computer configurations. Residents are encouraged to submit any ideas concerning ways to generate more business after 6:00 p.m. with our local merchants.

BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of
Bergen, State of New Jersey, as follows:
Section I - Chapter 184 of the Revised General Ordinances of the Borough of Glen Rock 1971, as amended, being an Ordinance entitled "Solid Waste" is hereby amended as to the following section:
1. Sections 184-5 through 184-14 are renumbered to Sections 184-6 through 184-15 respectively.
2. There is added thereto a new Section 184-5 entitled “Special Collection” to read as follows:
“184-5. Special Collections.
The collection of residential garbage, trash or other acceptable solid waste material other than as set forth in Section 184-4(A), may be collected by special collection services arranged through the Boroughs Public Works Department. The resident shall be required to pay the costs, material, vehicles, personnel and administration, associated with the collection and disposal of the material. Prior to the scheduling of the special collection, the resident shall deposit with the Boroughs Chief Financial Officer a minimum sum of $500.00 to be applied against the anticipated costs associated with the special collection.”
Section II. VALIDITY-SEVERABILITY If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be held invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered.
Section III All Ordinances or parts of Ordinances inconsistent with the provisions hereof are hereby repealed.
Section IV This Ordinance shall take effect upon passage as required by law.

AN ORDINANCE TO AMEND CHAPTER 150 OF THE REVISED
GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK -
1971, AS AMENDED, ENTITLED “PARKING”; BEING AN ORDINANCE
ESTABLISHING REGULATIONS FOR PARKING ON PUBLIC OR
PRIVATE PROPERTY WITHIN THE BOROUGH;
TO PROVIDE FOR PARKING PERMITS ON VARIOUS STREETS
DURING THE RECONSTRUCTION OF THE
GLEN ROCK MIDDLE SCHOOL AND HIGH SCHOOL
WHEREAS, the Board of Education of the Borough of Glen Rock will begin the reconstruction of its Middle School and High School which will result in the temporary loss of most of the on-site parking provided to its Administrative and Educational staff, Students and Visitors; and
WHEREAS, the Mayor and Council of the Borough of Glen Rock, in conjunction with the Board of Education, desires to stem the overflow of vehicular traffic into and upon the streets surrounding the Middle School and High School and to prevent the overcrowding of said streets with parked vehicles operated by the aforesaid Administrative and Educational staff, Students and Visitors to the Glen Rock Middle School and High School, as well as to those residents residing within the affected streets; and
WHEREAS, the Governing Body desires to put into effect a temporary parking plan to address the overflow of vehicular traffic into the and the resultant congestion in and upon the streets surrounding the Glen Rock Middle School and High School; and
WHEREAS, it is the express purpose of this ordinance to assist in the reducing of hazardous traffic conditions resulting from the temporary loss of on-site parking at the Glen Rock Middle School and High School which may cause the overflow of traffic onto and possible overcrowding of streets primarily serving residential land uses with parked vehicles emanating from the Middle School and High School, to protect the residents of such streets from the unreasonable burden in gaining access to theirs residents, to preserve and protect the safety of the children and other pedestrians and traffic safety on said streets and to generally promote, preserve and protect the peace, good order, safety and welfare surrounding the Glen Rock Middle School and High School.
NOW, THEREFOR, BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:
Section I - Chapter 150 of the Revised General Ordinances of the Borough of Glen Rock 1971, as amended, entitled "Parking,” is hereby amended as follows:
A. There is added thereto a new Section 150-12 entitled “On-Street Permit Parking For High School Administrative and Educational Staff” to read as follows:
“150-12 On-Street Permit Parking For Middle School and High School Administrative and Educational Staff and Affected Residents.
A. Any Glen Rock Middle School and High School Staff Member, or residents residing in the areas defined in Subsection “E” herein, possessing a valid parking permit issued in accordance with this article shall be allowed to park in the locations specified in Article “E” below between the hours of 7:00 a.m. and 3:30 p.m. on any weekday when the Glen Rock Middle School and High School are open.
B. Parking permits shall be issued by the Glen Rock Board of Education in accordance with priority lists and other regulations adopted by the Board of Education upon the completion of a permit application and production of a valid driver’s license. Permits shall be issued without fee.
C. The Glen Rock Police Department shall be provided with an updated list of all permits issued/revoked or cancelled to allow for the enforcement of this Ordinance.
D. All other ordinances regulating parking on the streets listed in Subsection “E” shall apply except during the days and hours specified herein.
E. The issuance of any parking permit shall not constitute a guaranty that a parking space will be available for the designated motor vehicle.

WHEREAS, the Board of Education of the Borough of Glen Rock will begin the reconstruction of its Middle School and High School which will result in the temporary loss of most of the on-site parking provided to its Administrative and Educational staff, Students and Visitors; and
WHEREAS, the Mayor and Council of the Borough of Glen Rock, in conjunction with the Board of Education, desires to stem the overflow of vehicular traffic into and upon the streets surrounding the Middle School and High School and to prevent the overcrowding of said streets with parked vehicles operated by the aforesaid Administrative and Educational staff, Students and Visitors to the Glen Rock Middle School and High School, as well as to those residents residing within the affected streets; and
WHEREAS, the Governing Body desires to put into effect a temporary parking plan to address the overflow of vehicular traffic into the and the resultant congestion in and upon the streets surrounding the Glen Rock Middle School and High School; and
WHEREAS, it is the express purpose of this ordinance to assist in the reducing of hazardous traffic conditions resulting from the temporary loss of on-site parking at the Glen Rock Middle School and High School which may cause the overflow of traffic onto and possible overcrowding of streets primarily serving residential land uses with parked vehicles emanating from the Middle School and High School, to protect the residents of such streets from the unreasonable burden in gaining access to theirs residents, to preserve and protect the safety of the children and other pedestrians and traffic safety on said streets and to generally promote, preserve and protect the peace, good order, safety and welfare surrounding the Glen Rock Middle School and High School School.
BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows:

6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 5 minute limit)
Neil Finn – Doremus Avenue – Mr. Finn thanked the Mayor and Council for the courtesies extended to the families of Frank Kozar and Anthony Ciaramella during their recent passing. Mr. Finn expressed deep concern over the rising taxes, primarily due to the Board of Education.
Council member Pazan commented that the Council will be meeting with the Board of Education as a whole on March 4th at which time this subject will again be addressed.
Andrew Brown – 31 Dean Street – Mr. Brown expressed a safety concern where there is no stop sign at Dean and S. Broad Street.
Mary Henninger – Thornbury Avenue – Mrs. Henninger asked for an update on the leaf removal (and odor) from the landfill. Lenora Benjamin stated the majority of the leaves have been removed. Council member Surrago commented that the problem stemmed from the tub grinder being a “shared” piece of equipment and Glen Rock not getting the equipment as often or as soon as required. Mrs. Henninger asked how the occasional shuttle-bus user can still use the bus. Lenora Benjamin stated there is a book of ten passes for $10 that is available for the occasional user.
Bill Brown – 675 Lincoln Avenue – Mr. Brown asked if resolution #5 (Fire Official) was an existing position. Mayor van Keuren stated this is just a new employee; the position has been in existence for years. Mr. Brown questioned the definition of sustainability and wondered where the term comes from.
Andrew Brown – Dean Street – Mr. Brown commented when the leaves are picked up in the fall there should be a cover over the rear of the truck to prevent leaves from flying out. Lenora Benjamin commented the majority of the trucks do have, and use, a tarp over the leaves.
Jim Seaton – Ferndale Avenue – Mr. Seaton commented even though it would be nice to be more environmentally friendly hybrid vehicles cost much more than a standard vehicle and the batteries are made overseas.
Leslie Kameny – Beech Road – Ms. Kameny clarified that the tree canopy is a term used to refer to the tree coverage in the borough. When the tree canopy shrinks then any environmental deficits become visible; i.e. cleaning the air, stormwater runoff.
Bill Brown – 675 Lincoln Avenue – Mr. Brown questioned if there is any truth to a request being made by a resident for the borough to purchase a piece of property which would alleviate his parking issues. Mayor van Keuren stated this body has not discussed that subject formally, or informally.
