Organization:

Your governing body, the Mayor and Council, consists of a mayor and six council members elected at large. Two council members are elected each year for three-year terms and the Mayor is elected for four years. The Mayor is the Chief Executive Officer for the Borough. 

Glen Rock operates under the Mayor/Council form of government with the annual appointment of a full time professional borough administrator who is the Chief Administrative Officer of the Borough, responsible to the Mayor and Council. 

The Mayor, appoints the Planning Board and with the advice and consent of the Council, all other Borough officials committees and boards of the Borough . 

By statute, the Mayor and Council are charged with the complete responsibility of all municipal functions and operations as previously established and funded through appropriations in the annual budget. Council meets in public session at 8 p.m. on the second and fourth Thursday of each month in the Council Chambers. In addition, the Council holds work sessions at 7:30 p.m. the second and fourth Tuesday of the month. Under the Open Public meetings Act, or "Sunshine Law," all meetings not advertised as closed to the public for certain prescribed purposes, are open to the public. Residents are urged to attend council meetings.

Under the direction of the Mayor and Council, the Borough Administrator supervises the day to day activities of the Borough Departments and acts as Chief Administrative Officer. The Administrator administers personnel regulations, works on the budget with the CFO, functions as purchasing agent, handles citizen inquiries, and performs other such administrative duties and special projects in connection with the Council.

Established under state statutes and empowered with all jurisdictions in state law and local ordinances, the Court sits three times a month on the first, third and fourth Tuesdays of each month, with substitute dates for holidays. 

The judge is appointed by the Mayor for a three year term and the prosecutor, public defender and court clerk, for one year terms. Fines levied in the Municipal Court in violation of local ordinances become part of the General Revenues of the Borough. Fines levied in violation of state statutes, in general, excepting the first $10, are forwarded to the state treasury.

Recreation Advisory Board

The RAB, whose members serve one year terms, acts as a liaison between the many athletic and recreational organizations of the Borough and the Recreation Department. In addition, it advises the Borough Council through the Council Chairman of the Recreation Committee, on all matters concerning recreation within the Borough, such as the use of facilities and athletic fields, and makes recommendations for program enhancements as it deems advisable.

Planning Board

Board of Health

The Board of Health consists of seven members, including a physician, and is staffed with a sanitarian. It contracts with the Bergen County Department of Health Services for health education and health officer services. 

The members serve three-year terms. Their principal obligation is the protection of the public health of the Borough. The board is empowered by the State statutes to enact, entirely independent of the Council, codes regulating all matters of public health.

Glen Rock Environmental Commission

The Glen Rock Environmental Commission consists of seven volunteer residents appointed by the Mayor.  The role of the EC is to inform residents about environmental matters and ways to help protect the environment, advise governing bodies on a variety of environmental issues, help explain programs and regulations of the New Jersey Department of Environmental Protection, investigate environmental problems and offer solutions, among others.

Shade Tree Advisory Committee

A committee of knowledgeable local citizens serving one year terms with a professional arborist as an advisor, was created in 1974 to advise the Council in the matter of pruning, replacing and general maintenance of the 20,000 Borough owned shade trees. Under present ordinance, all trees on Borough-owned properties are the responsibility of the Borough and may not be removed, trimmed or treated without permission of the Director of Public Works.
